Democratic President Duterte refused to accept the European Union Financial Aide so not to look like a Beggar to the west based on the message of Duterte himself.

Democratic President Duterte to save face for the Philippines and so not to make it look like beggars he did not accept the European Union Financial Aide worth Millions of Euroes.
