Section 1. The Constitution has been amended by a simple majority of the National Congress. 

Section 2. Whether the Party or any organization can exist Party is not completely in accordance with the Constitution because of special circumstances, the forms of organization and ways of doing this is to be decided by the Central Committee or the Political Bureau.

Article X
The Finance Parties

Section 1 . Party is funded by membership fees and dues of regular members , productive work of the Party and the unconditional contributions .

Section 2 . The urban and rural poor Members will pay a fixed monthly fee of fifty cents .

Section 3 . Anyone who wants to enter the Party will be charged a membership fee equal to the amount of one month's dues . The fees are paid monthly and equals two and a half percent of the total income of the members . Yet can change the payment of fees based on individual circumstances such as the variability of income , greater or lesser income or larger family needs .

Section 4 . Could impose special tax authority concerned members of the Party committee .

Section 5 . The members of the Party who had a job with the help of Party offices outside the Parties will provide their income recipient Party and the Party of the amount determined in accordance with regulations and the needs of the members .

Section 6 . The Central Committee shall receive eighty percent of membership fees , dues of members and other monthly income and he will share the cost for the committees at different levels . Twenty percent are left branch of the Party .

Article IX
The Relationship of the Parties to the New People's Army

Section 1 . Party , through its Military Commission under the Central Committee and by its cadres at every level, and be guided, and lead the New People's Army in the concrete practice of Marxism - Leninism -Mao Tsetung Thought and magpapaunlad of the most advanced fighters to become members of the Party .

Section 2 . The Rules of the New People's Army acknowledge the absolute leadership of the Party and its Military Commission and set the assignment of political leaders in every armed unit of the New People's Army .

Section 3 . The New People's Army will be the main weapon of the Party 's democratic revolution and the socialist stage next . Full durability are joined its basic alliance of the working class and the peasantry . In the countryside , it will create an independent regime through armed struggle , agrarian revolution and rural bases .

Section 4 . A Party branch in each company and a group of Parties in each squad is established within the New People's Army . The governing committee elected from the branch level to the highest military formations .

Section 5 . The New People's Army will formulate three main forms of armed forces : the regular forces moved , guerrilla units and militia units or self- defense . It will be forces in the struggle , propaganda and production .

Section 6 . Prosper Party closest correlation between the army and the people , the Party and the army , and the officers and soldiers on the revolutionary proletarian spirit .

Section 7 . Strictly follow the New People's Army The Three Main Rules of Discipline and Eight Things to Remember :

The Three Main Rules of Discipline are :

a. Comply with the law in all your actions and of Moral Virtues.

b. Do not take or steal even a needle or fiber yarn from the masses .

c. To turnover of all seized except those needed in the fight for liberation like guns, ammunitions, and others armaments.

Section 8. The Eight Things to note are :

a. Be polite speech .
b. Pay the appropriate amount of your buy .
c. Return all your borrowed .
d. Do not injure or vilify people(unless it is within bounce of reason)
e. Do not destroy the crops .
f. Do not victimize or rape women .
g. Do not be cruel to the prisoners .

Article VIII
Group of the Party of Grassroots Organizations

Section 1 . Party group was secretly created in each level can be created in the organization of labor and mass organizations of peasants , youth , students, women , cultural workers , professionals , handicraftsmen and others have not at least three members of the Party . Article VII
Basic Party Organizations

Section 1 . The branch as basic Party organizations will be established wherever there for at least three party members to work together as a collective , according to place of residence , place of work and place of study . Party branch is assigned to factories , mines, plantations or haciendas , villages , schools, streets , offices and places of residence and each company 's army. If the above-mentioned areas are less than three members , the members of the Party are encased in the nearest basic Party organizations .

Section 2 . If in excess of fifteen members of a branch of the Party , the entire membership will be divided into groups of branches for the sake of safety , unless the branch is in the revolutionary base . Each group branch never miss ten members .

Section 3 . The most fundamental duty of the basic Party organizations are the toughest development of relations between the Party and the masses of the people .

The general responsibilities of the branch :

a. exercise of propaganda activities and organizations among the masses to implement a line of the Party and the policies and decisions of higher organs of the Party ;

b. Learn to mass their aspirations and demands , make timely reports to the higher organs of the Party , provide guidelines and participate in life - political, cultural economy and citizens .

c. collect the material and moral support for the armed struggle waged by the New People's Army ;

d. solicit new members of the Party and the Red fighters , collect dues of members of the Party , audit reports from members of the Party and protect the safety and discipline among Party members ;

e. integrate learning courses for members of the Party and distribute publications of the Party , and
recommend Party members for training in Revolutionary School pangkadre Mao Tsetung Thought 
.
Section 4 . The branch meeting will be held even if only once a month . They will be attended only by the tree branch group if unstable place and no protection is difficult to attend all branch members .

a. The meetings of the branch shall elect the executive committee and secretariat ( secretary and deputy secretary ) branch and appoints the head of the group of branches . The term of office all this year .

b. The branch meeting will strengthen the application for joining the Party , receive and discuss the report of the committee members and branch , and decide on the work of the whole branch .

Section 5 . A Party member may belong to two branches and pay only one fee unless he authorized a senior committee of the Party . A member of the Party moving from one branch into another branch will take the permission of the committee of senior section to its source branch .

Article VI
Territorial Party Organizations

Section 1 . The conference of territorial Party organizations regularly held : in the region , once every three years, in the provinces and districts , once every two years , and in the section , once a year . However , the conference may be held any time based on the decisions of higher organs of the Party or by petition of a majority of the lower organs of the Party .

Section 2 . The duties and powers of the conferences in the region , province , district and section are as follows :

a. receive , discuss and adopt the report made ​​by the Party committees and other organs of the Parties to the same degree ;

b. make resolutions about organizational problems and political , and

c. elect the Party committee decided after the competent number of members .

Section 3 . The corresponding plenum , each territorial Party committee will elect the executive committee and Secretariat ( Secretary and the second one) . The secretary will preside over the plenary , the executive committee and the secretariat .

The regional committee will hold a plenum once every six months ; provincial committees , once every three months ; district committees and panseksyon , once a month .

Section 4 . The regional committees , provincial , district and keeps panseksyon decisions of senior Party organization , create temporary lower organs of the Party , govern their activities and assigning Party cadres .

Section 5 . The regional committees , provincial , district and panseksyon regularly call conferences each year to work and study attended by delegates elected by the Party branch and group of grassroots Party organizations . The conference has the power to submit recommendations regarding the organization's activities and political problems in the leading organs of the Party , especially the governing committee .

Article V
The Central Organization

Section 1 . The Central Committee will be held every five years , unless deemed necessary to undertake it after or before the appointed time . If the majority of the regional Party committee formally ask Congress to undertake , give in to the request of the Central Committee .

The announcement on keeping the Central Committee Congress will do at least a month before they undertake . The number of delegates and the method of electing them of lower Party organizations or selecting them with the lower organs of the Party Central Committee determined .

Section 2 . The duties and powers of the National Congress are as follows :

a. Discuss , confirm , amend or re- evaluate the program and the Constitution;
b. Decide the political line of the Party ;

c. Elected members and candidate members of the Central Committee and other central organs after decide the appropriate size of the membership in each organ ;

d. Receive , discuss and confirm the report of the Central Committee and other central organs , and
create if necessary the central organs besides the organs established .

Section 3 . Between the Central Committee presides over the entire work of the Party , implement the decisions of the National Congress , make current decisions and solve the current problems , establish the organs of the Party and lead their activities , initiate and distributor of Party cadres and prompt paying attention to the claims of the lower organizations and individual members in cases pertaining to disciplinary action .

Section 4 . The Central Committee , in its plenum , will elect the Chairman of the Communist Party of the Philippines, the Executive Committee of the Political Bureau , the Secretariat of the Central Committee and chairman of its second , the general secretary and other secretaries of the Central Committee .

a. The Chairman of the Communist Party of the Philippines, including its Executive Committee , the shouldering of duties and powers of the Central Committee plenum in between .

b. The Secretariat of the Central Committee govern the administration and day-to- day activities of the leadership of the Party Political Bureau .

c. The number of members and candidate members of the Political Bureau , the Secretariat and the Executive Committee will be determined by the Central Committee . If there is a vacancy , it is usually filled by the candidate members .

Section 5 . The Central Committee shall elect and have , as its special organs , the Military Commission , the high schools, Universities and Colleges of the Parties ( the Revolutionary Mao Tsetung Thought School ) and central publications , in addition to the Secretariat and the departments of the organization and education thereof .

Section 6 . The plenum of the Central Committee of the Political Bureau called once every six months . However , the Political Bureau or the majority of the members of the Central Committee may decide to undertake it in advance or after the appointed time . The members and candidate members of the Central Committee attend the plenum but the candidate members , although there is freedom of speech , yet there is  right to vote.

Section 7 . All members and candidate members, Political Bureau, Secretariat, and General Secretary must not have not any religious affiliations or what so ever nor receive any favour from any organization religious or not.

Article IV
Framework and Principles of Organization of Party

Section 1 . The framework of the Party based on the principle of Commune centralism , ie centralism based on Communist and later Communist Socialism centralized leadership .

The basic conditions are as follows :

a. The leading organs of the Party at all levels are elected and accountable to the Conference of the Parties or organizations elect them .

b. After the free and full discussion , the decision of the Parties shall apply without prejudice :
individuals under the said Communist organization ;the minority to the majority under which as follows ;

The lower level is under the senior levels ;
The full membership is under the CPP Central Committee and the National Congress .

c. The leading organs of the Party will always give serious attention to the report and opinion of the lower organs of the Party and the masses of Party members and always continue to study the concrete experience and provide prompt assistance in resolving the problems.

d. The lower Party organizations will provide regular and special reports about their activities to their superiors and organizations proactively ask for instructions about problems requiring decision of the upper levels of the Communist Party organization .

e. All Party organizations must comply with the principle of collective leadership and collective determined all important problems .

Section 2 . A Party organization established based on territorial division or field of work .

a. The organs of the Party who oversees the work of the Communist Party in a territory would be the highest organ in such territory .

b. The organs of the Communist Party who oversees the work of the Party in a field of work or a mass organization would be the highest organ in such fields of activity or mass organizations .

Section 3 . The framework of the organization of the Party and the governing organs they are as follows :

a. For the entire Philippines , the entire membership of the national organization of the Party , the Communist Party of the Philippines Central Committee .

b. For the region , the regional organization of the Party , the regional conference and the regional committees .

c. For the province , the provincial Party organization , the provincial conference and the provincial committees .

d. For the district , the district Party organizations , the district conference and district committees .

e. For the municipality and the subdistrict of Manila , the section of the Party , the conference committee pan section.

f. For factories , mines, plantations or haciendas , villages , streets , offices , schools and habitat area , the Party branch , the branch meetings of the committee and the executive branch .

Section 4 . The Supreme leadership of the Communist Party of the Philippines Central Committee : the region , province , district and section is the corresponding conference , and the branch of the Party branch meeting .

Between branch meetings , conferences and the General Assembly of the Communist Party of the Philippines Central Committee, the Party committees elected the leading organs of the Party organization at every level .

Section 5 . All the leading organs are elected :

a. The Communist Party of the Philippines Central Committee is elected by the members .
     (The members comes from different Ethnic Groups, regions, provinces, and others)
b. The committee is elected at every level of the Party conference in each corresponding area .

c. The executive committee is elected branch branch meetings .

d. The Central Committee will prepare the standards and procedures of the election only within Communist Party of the Philippines General Assembly. 

Section 6 . The members of the Communist Party of the Philippines Central Committee should become active members of the Party for at least three years or more. He should have an active record and served the people without the interests of money nor power. 

Section 7 . The leading organs or its affiliates may demolish or discharge of Party organizations who elect them or organs of the Party nominating even unexpired period of their tenure .

In between the conferences of the Parties at any level , can be removed by higher Party committee , if it deems necessary , the staff in the lower organs of the Party .

Section 8 . The establishment of a new organization of the Party or the deactivation in a place that is determined by the the Central Committee of Communist Party of the Philippines .

Section 9 . Party committees from pan section and regional Party organizations formulate Ministries , bureaus , commissions and other necessary organs in accordance with requirements to make the Communist Party of the Philippines more effective.

Section 10 . Party organizations at any level can hold various forms of meetings , seminars or conferences cadres and active members to re- evaluate their work or plan or discuss important decisions of higher organs of the Party .

Section 11 . Before decided by a higher organ of the Party a rule , the lower Party organizations can freely discuss the issues and can offer suggestions to the leading organs of the Party . After making a decision , they should follow it .

However , if you think the accord made ​​no decision on the status of an area or field of activity , you may request reconsideration decision . If you stand a higher organ of the Party of its decision after reconsideration competent , the lower Party organizations are obligated to do so.

Section 12 . The Communist Party of the Philippines Central Committee of the bodies make decisions and issues statements of policy with national characteristics ; although the lower organizations and the governing organs they can discuss these issues and presenting their opinions to the central leading organs , they have the right to make decisions and issue statements about issues only in the local scope of their territory .

Section 13 . All publications of the Party shall promulgate decisions and policies of the Communist Party of the Philippines hereto . All Party organizations should disseminate the publication of the Central Committee of the Communist Party of the Philippines. The local Party publication must seek the consent of the leading organs of the Party immediately above them .

Article III
Rights and Duties of the Members of Communist Party of the Philippines

Section 1 . The duties of the members of the Party are as follows :

a. promote the unity and strength of the Party by raising the level of their understanding of Marxism - Leninism -Mao Tsetung Thought and the use of universal theory of the concrete problems of the Communist Party and the people's revolution and Liberation;

b. do first the interests of the Communist Party of the Philippines or the interests of the masses of people in personal welfare , serve the masses of people unconditionally, learn from them and explain to them the rules and decisions of the Party and make timely reporting regarding Party the needs and aspirations of the people;

c. Modern revisionism is implemented within the Communist Party of the Philippines but to the limitations of the improvement and for the Positive Direction on moving forward of the Party;

d. Following the Constitution of the Communist Party and Programs ;

e. fully fulfill the Party line and all the specific duties required of them ;
excel in their line of work and be exemplary discipline , painstaking work, humility and simple lifestyle of the Party organizations , mass organizations and among the people;

f. Make self-criticism to present the faults and weaknesses , an earnest effort to overcome and correct them and improve their political activities ;

g. Work in a particular organization of the Party and always attend meetings ;

h. Always learning and always read and circulate the publications of the Communist Party of the Philippines;

i. be loyal to the Party and present all the evidence needed to develop accurate decisions;

j. promptly pay dues , and observe any object or event inside or outside the Communist Party of the Philippines and struggle with all the things that are harmful to the interests of the Communist Party of the Philippines and Common Filipino Masses.

Section 2 . The rights of members of the Party are as follows :

a. freely participate in discussions at meetings of the Parties with respect to the theoretical and practical problems concerning the line , policies and decisions of the Party ;

b. elect and be elected in the Communist Party of the Philippines;

c. submit suggestions , statements or grievance to any organization or organ of the Party at any level ;

d. criticize any organization , organs or any member of the Party of the meeting of the Parties ;

e. investigate the nature of the candidate for any office or committee;

f. appeal any decision to the higher organs of the Party Central Committee, and
request to attend any meeting called to examine their characteristics , activities or any disciplinary action imposed on them unless otherwise permitted for the sake of the Communist Party of the Philippines to serve Justice.

Section 3 . The duties and rights of the candidate members as well as members of the Communist Party of the Philippines, but they did not have the right on creating a political dynasty within the Communist Party of the Philippines. Only one person within the family is allowed to join Party or the Central Committee.

This is for the reason Central Committee of Communist Party of the Philippines is one group and one body. One person cannot have the voice to decide. 

Section 4 . Members or candidate members of the Communist Party of the Philippines are free to resign from the Communist Party of the Philippines. Each resignation is fully explained within the appropriate committee of the Party.

Section 5 . Each member of the Party , whatever the merits and roles , that does not fulfill his duties or not respecting the rights of his companions were missed and construed studied . Serious violations of the rights and duties given by the competent disciplinary measures and punishments based on the degree of the violation.

Any disciplinary action to members of the Party branch is determined by the mass organizations or groups to which they belong : but if the punishment imposed is dismissal , require the consent of the immediate higher Party committee .

Any disciplinary action to a member of the Party committee determined the conference elected him in such a position or a senior committee of the Party .

Any disciplinary action on a member or candidate member of the Central Committee is determined by general meeting of the Central Committee .

Section 6 . The disciplinary action imposed in accordance with the seriousness of the violation of Party discipline and it is either of the following : warnings , second warnings , removal from work in an earlier set, providing test activities , suspension or expulsion, death execution from the Party based on the degree and gravity of the violation.

Section 7 . All administrative,Societal and Disciplinary cases must be treated and decided within 72 hours.  

Section 8 .  Death Execution will only be imposed on a member or candidate if he or she made the gravest and the most sinister of violations like treason, Corruption, abuse of power, and other heavy mortal violations.

This can also be imposed on Civilians with the violations of Drugs, bringing and selling of arms and deadly weapons on the streets, robbery and stealing, rape and human trafficking.

Article II
Membership within Communist Party of the Philippines

Section 1 . Any citizen or resident of the Philippines at least 18 years of age , believe in Marxism - Leninism -Mao Tsetung Thought , Program and Constitution Party and agrees to act diligently in one of the Party organizations , comply with the Party decisions and pay the entry fee and regular monthly dues may admit members of the Party .

Section 2 . Party Membership is valid only on an individual basis and in accordance with the following method of organizing accepting members.

a. The workers , farm workers , poor farmers , poor fishermen or urban poor can become members of the Party based on the recommendation of two members in good standing after the Party by accepting the decision of the meeting of the branch , or as may occur , for branch executive committee , and after six months of being candidate members, The middle peasants , middle fishermen , office workers , handicraftsmen , businessmen , intellectuals or professionals , students and other part of the petty bourgeoisie can be a member of the Party based on the recommendation of two members with at least 1 year of good status within the Communist Party of the Philippines, after accepting the decision of the committee by the executive branch or a group of Party and mass organizations after being isantaong candidate members .

b. Those with social status among those mentioned in sections a and b can be members based on the recommendation of two members with continuous good standing of a 3 year Communist Party membership, after accepting the committee 's executive branch or group of Party a mass organizations and after two years of being candidate members .

Section 3 . Each member of the Communist Party who would recommend the Party members will provide responsible and realistic presentation of the Party ideology , political record and personal characteristics and life history of the person concerned . He issued his recommended adequate understanding of Marxism - Leninism -Mao Tsetung Thought , Program , Constitution, policies and decisions of the Party . Formal answer recommended a standard framework of questions prepared by the Party .

Before making any decision to accept the candidate members , the executive committee concerned branch or group of the Communist Parties shall appoint a member of the Party to make the widest exchange of opinions on who wants to be a member of the Party , in order recognize him and verify all pertinent information 

Section 4 . In exceptional circumstances , the higher Communist Party committees and groups of grassroots Party organizations can directly receive new members and accept new members.

Section 5 . The concerned organs of the Communist Party will give the candidate members of the Party constitution regarding education in Marxism - Leninism -Mao Tsetung Thought and about the Program and the Constitution Party , set to work testing the Communist party and govern their political quality .

a. The Communist Party of the Philippines can lengthen or shorten the meetings of the Party committee of the Party or group of Parties during the candidacy based on labor and enthusiasm of candidate members. 

b. It can Withdraw its candidate members if they clearly did not met the requirements candidate members of the Communist Party membership.

Article 1 
Name, Flag, Emblem, Song and Pledges

Section 1 . The name of this organization is the Communist Party of the Philippines . If necessary, the Parties shall not be own name and content from the Communist Party of the Philippines ( Integration of the Socialist Party and the Communist Party ) by the phrase extensions or Marxist-Leninist Mao Tsetung Thoughts.

Section 2 . The flag and emblem of the Party is red with gold or white pulp and Karet in the middle .

Section 3 . The song is the International Party .

Section 4 . The Pledges of the Communist Party of the Philippines are as follows: 

" I ,______________________ , declare my absolute acceptance of the Communist Ideology , according to the theory and practice of Marxism - Leninism -Mao Tsetung Thought , Program and Constitution of the Communist Party of the Philippines and all the decisions of the Communist Party of the Philippines and that I am proud to become a member of the Communst Party of the Philippines. That if I will never betray it and will not sell the Communist Party of the Philippines along with my comrades to the enemy.

" I swear i will do everything with all my heart and mind all my duties and responsibilities to the best of my ability , to increase my proletarian revolutionary consciousness , Always serve the people without stealing what doesn't belong to me, keep my promise I will not abuse them, I will give them Social Justice and will not keep a blind eye from Justice and be close to them , defend and fight for the welfare of the people , kept high honor and prestige of the Party , protect the safety of the Communist Party of the Philippines and all along I dedicate my life hath needed , faithfully criticized the errors and weaknesses and my partners to improve the work and style of making based on accurate class standpoint and to form the unity and strength , and promote the interests of the Communit Party of the Philippines and the masses . Preamble
The integration of the universal truth of Marxism - Leninism -Mao Tsetung Thought with the concrete practice of the Philippine Revolution Supreme office of the Communist Party of the Philippines .

The Communist Party of the Philippines is a revolutionary proletarian party draws a lesson from all previous revolutionary struggles that the people of Filipino and from the great teachings of Marx , Engels , Stalin and Mao Tsetung Thought . This pertains the advancement of theory and practice in the world proletarian revolution guided by Marxism - Leninism -Mao Tsetung Thought .

The Communist Party of the Philippines is firmly opposed to modern revisionism and all goals of subhetibismo , opportunism Right or " Left " , liberalism and sectarianism he should be the target of incessant correction and revolutionary surveillance .

The Party is full fighting to be the most advanced detachment and primary tool of working class Filipinos , promote proletarian revolutionary leadership , the current stage of the democratic revolution against the two main enemy, imperialism and feudalism , and the next stage of socialist revolution .

The Party is always trying to develop the deepest relationship with the masses of workers, the working class and the peasants throughout the island . It uses the self- criticism and to maintain accurate adjective commitment and style of work .

To defeat the U.S. imperialists , comprador big bourgeoisie , the landlords and bureaucrat capitalists Party used the weapons of protracted people's war and national united front . The Party 's leadership of the working class , raises
the basic alliance of the working class and the peasantry , and also entice the urban petty bourgeoisie and the national bourgeoisie nationalist parties of the democratic revolution .

Launching of the people's war , the Party is mainly dependent on the mass support of the peasantry , especially the poor peasants and farm workers . We develop the Party 's revolutionary forces in the countryside to destroy the pillars of feudalism and the armed counterrevolution there and surrounded the city from the revolutionary base until ready to seize the democratic forces power to the city .

National and internationalist duty of the Communist Party of the Philippines to overthrow imperialism , feudalism and all the native reaction . National and social liberation of Filipinos sambayanang weaken the imperialists and all reactionaries on a global scale and strengthen the fraternal parties and citizens in their own fair and progressive struggles . This can be attained by acting according to the principles of proletarian internationalism and according to the rules of international united front , certainly obtain the absolute overthrow of imperialism and the global success of socialism during the Marxism- Leninism -Mao Tsetung Thought .
