REVOLUTIONARY GUIDE FOR LAND REFORMS

CHAPTER IX 
TAXES ON AGRICULTURE 

Section 1. The success of land reform is the key to become the Communist Socialist government itself. 

Section 2. The Communist Socialist government or its representatives will charge tax on the masses after each harvest. The tax is every family or every roof. Either goods or money paid in taxes. 

Section 3. The middle-middle masses status before having land reform, as well as middle-middle peasants had given the status of the land, must pay tax on agricultural equivalent of five percent of their net yield . 

Section 4. The accompanying benefit of rent is made must pay taxes on agricultural equal to two percent of their net yield after paying rent to the landlord. 

Section 5. The rich masses, lifting-to-middle masses and other tillers owner of the farm the size of the rich and middle peasants were required to pay taxes on agricultural equivalent to ten percent (10%) of their net yield. 

Section 6. The organization of farmers will contribute monthly to Communist Socialist government an amount equivalent to two percent of their net income over a month. 

Section 7. The capitalist investors in agriculture, as a corporation or as individuals, pay annually graduate income tax (graduated income tax), ranging from a minimum of ten percent to fifty percent (10% -50%) of their net income, according to the following table (review and further amended this section):

Section 8. The agricultural workers pay a monthly tax credit equivalent to five to ten percent (5% -10%) of perquisite obtained with the help of Communist Socialist government or the New People's Army. This tax is different than they pay dues to the union. 

Section 9. You can only raise taxes on agriculture if there are specific reasons, such as the intensification of war and supporting refugees, and the additional taxes will not be overrun with twice the usual taxes.
