GUIDELINES FOR LAND REFORMS

CHAPTER VII 

The poor settlers and the national minorities in frontier areas 

Section 1 In frontier areas, the poor settlers and organize as a national minority organizations of farmers to protect the interests of them all, improve cooperation, and combat feudal and semi-feudal exploitation. Promote unity and disagreement of the settlers and those already living in frontier areas. 

Section 2 will determine the rights of national and ethnic minorities in their ancestral lands and their right to communal property. The boundaries of their ancestral and communal lands were set by Communist Socialist consultation with them and their associations. 

Section 3 In logging areas, clearing, pasture, and reclamation areas, ensuring the poor settlers and national minorities that they have the right to homestead or their lands, and encourage them to improve it even more. 

Section 4 The landless will be transferred to the building built by the Socialist Communist Government to solve the shortage of land in some areas.

Section 5 The Communist Socialist government, including the organization of farmers, are responsible for the peaceful resolution of disputes about land in frontier areas. 

Section 6 prohibited to grab land in frontier areas by the big capitalists, landlords and bureaucrat. If so, punish them and their litter when they violate this prohibition. 

Section 7 will be controlled by the cutting of trees, and the implementation of this policy will be given enough attention for the welfare of all and not hurt the interests of the poor settlers and national minorities. Cutting of trees will no longer be allowed.
