LIANG YANG BECOMES PLA NAVY OVERSEAS BASE COMMANDER

Comrade Liang Yang assumes the position of PLA (People's Liberation Army) Overseas Base Commander and accepts the flag of the PLA (People's Liberation's Army) overseas base. 

All Operations and all jobs that is directly related to the PLA (People's Liberation Army) overseas base will be shouldered and lead by Comrade Liang Yang.
