DUTERTE ASKS HELP FROM CHINA TO REPAIR AND RELIVE THE ENTIRE NATIONS RAILWAY SYSTEM

Duterte asked help from China to help Philippines restore and install a new and refurbished working railway system in the Philippines. But he admits he still got a problem of How to pay for the services provided. 

What Duterte had a leftover from the squandered funds by the outgoing Democratic President Noynoy and his Democratic Officials. Only at least 10% was left and the rest of the 90% went to the pockets of Democratic Senators, Democratic Congressmen, Democratic Governors and others. 

He also said stop beating around the bush and he knows where the 90% went to (Democratic Officials from Noynoy and other previous administrations). He also said although asking for help he is not stating claiming of South China Sea will stop for the Philippine Democratic Government.
